Notice how Goku can hold SSJ1 Longer than his other Forms. Its because SSJ to him is Natural. Just like it was with Broly. If you watched all the episodes then you would see that no matter what happens, Goku will always be able to Hold SSJ. Even if he loses it he can jump right back to it. The other forms are just stat adjustments.
Thats how it goes with levels. ALSO before I forget, Gohan cant go SSJ2 because all this happend before the fight with Cell. This is a SIDESTORY. Because if that was the case then Vegeta would have gone Super and trunks Would have gone Super as well. But besides that Just because Broly is Large doesnt mean he’s slow. (As a matter of fact SSJ2-4 are just stat changers) Super Saiyan has 2 states (believe it or not Goku used Legendary on Frieza but never used it after that untill some other fights i forget which ones) Legendary is beyond anything 2 and 3 can do. If you noticed in the second borly movie even Gohan grown up with the power of SSJ2 he couldnt beat broly on his own.
