it is cell in his 3rd or perfect form. he did the same as vegeta, powering up and growing huge but losing speed
@Pipluplikeslink yeah, Cell got mad that he was getting beaten by a child so he got angry and just put all his power into his muscles. It’s an irony thing because Trunks did the same thing to Cell and cell criticized him for it and said he was a fool for just bulking up his muscles and decreasing his speed
