Hi i was wondering when broly was (kinda) killed when he was legendary form was he killed at his strongest or could he have gone ssj3 broly if goku didnt kill him.

   Well, the only saijans that ever achieved ssj3 were Goku and Gotenks. Goku obtained it after an intensive and dedicated training in the other life and Goten and Trunks copied it from Goku, but only could do it when fused. So it seems to me that it’s unlikely that Broly could have achieved it by himself.

   However, seeing how Gohan reached permanently the power of a ssj3 when the great kaio allowed him to use his maximum potential power, I guess that means that for all saijans the limit is ssj3 whether they ever reach it or not. (Note that most people will agree that DBGT is not canon)
