yes, but remember vegeta is a tactical n very smart fighter. ssj3 form doesnt last. so all vegeta would need to do is outlast goku and then attack like him like no tommorow.remember that vegeta wouldnt quit easily with the anger he would feel at that moment, so yeah..
i dont beleive for a second that goku did that for vegeta’s feelings sake. he probably wanted to fight him at an equal level and didnt see the use of turning ssj3 n spending too much energy.
