Following this, it’s believed that exhaling also allows you to focus greater amounts of inner energy, or ki, or whatever you want to call it.

@Schragmeister @Schragmeister No he transformed to USSJ 2 , it is a different level then the SSJ2 ! The only one in the Cell Episode who is transforming into SSJ2 is Gohan! The Difference between USSJ2 and SSJ2 is that the USSJ2 only increase his Power but his speed decrease and the level of SSJ2 Increase the Power and the Speed
That is the reason why Gohan could beat Cell but Trunks do not !

Sorry, perhaps I wasn’t clear. What I meant was that Goku, who powered up to USSJ2, was pretty close to SSJ2 in terms of raw power (I think), but was way too slow, and maybe even a little bit weaker than SSJ2, which is why Gohan thought he might be able to beat Cell, until Goku explains about the huge decrease in speed.
Gohan hit SSJ2 and therefore overtook Goku (and everyone else) but Goku wasn’t too terribly far behind. Just thinking aloud, but who knows?
@Schragmeister Gohan was already stronger than Goku by powering up at the Cell games.

well ultra ssj3 would be the same power because ussj is a uncounseled ssj2 like ussj is a just an example like when goku does a ki blast or somethin they have to counsel the blast so it easy to control it so ussj is the ki blast before it sealed same power but lack mobility and it hard to move or control
